国务院新闻办公室于2020年2月20日（星期四）下午4时在湖北武汉举行新闻发布会，介绍中央赴湖北指导组组织开展疫情防控工作情况。
中央指导组成员、国家卫生健康委党组成员、国家中医药管理局党组书记、副局长余艳红出席新闻发布会，介绍了中医药救治有关情况并答记者问。
余艳红：
各位媒体朋友们，大家下午好！党中央、国务院高度重视疫情防控工作，习近平总书记明确指示，要不断完善诊疗方案，坚持中西医结合，尽快明确诊疗程序、有效治疗药物、重症病人的抢救措施。李克强总理强调，强化中西医结合，促进中医药深度介入诊疗过程。中央指导组高度重视医疗救治工作，组织278支国家医疗队共32395名医护人员驰援湖北，坚持中西医结合，不断完善诊疗方案，推进救治工作关口前移。孙春兰副总理全力推进救治工作，快速有力推进中医药全程参与疫情防控工作。今天我重点介绍中医药救治有关情况。
一是组织全系统力量，迅速开展救治工作。整合国家、省、市中医药主管部门力量，统一指挥，统一调度，从全国中医药系统抽调近3200名医务人员驰援湖北，组建4批588人的国家中医医疗队，进驻武汉金银潭医院、雷神山医院、湖北省中西医结合医院、接管江夏方舱医院，选派高级别专家团队赴武汉边临床救治、边观察总结，从中医角度认识疾病、诊治疾病，中医药院士、国医大师建言献策，论证研究，形成治疗方案，并纳入第三、四、五、六版国家诊疗方案，指导全国中医药救治工作。
二是坚持关口前移，中西医结合，分类施治，提升救治效果。为提高治愈率、降低病亡率，完善中医药深度介入诊疗过程的制度机制。针对隔离点，强化中医药治疗，组建10个中医药巡诊专家组，按照省市区中医院分片包干的方式，对轻症恢复期患者进行巡诊。针对方舱医院，每个方舱医院配备2到3名中医专家，推进中医药规范化治疗，针对定点医院，建立中西医会诊制度，围绕救治重症患者，组建12个国家级中西医结合的重症专家组巡回指导，制定针对性的中西医结合诊疗方案。同时，在同济医院中法新城院区、肺科医院、雷神山医院等定点医院，深化落实中西医会诊机制。
目前，中医药参与疫情防控取得阶段性进展，参与救治的广度和深度不断提高，中西医密切协作、联合攻关，发现了一批有效方药和中成药，在治疗新冠肺炎中取得了较好疗效。我们将进一步落实细化中西医结合机制，进一步发挥中医药作用，维护人民群众生命安全和身体健康。
澳门日报记者：关于中医对新冠肺炎的治疗效果，有很多网上文章，请介绍一下目前中西医结合治疗的成效究竟如何？谢谢。
余艳红：
坚持中西医并重，推动中医药与西医药相互补充、协调发展，是我国卫生与健康事业的显著优势。在这次新冠肺炎救治中，从一开始我们就让中医药早介入，坚持中西医结合，取得了显著成效。大量临床实践证实，中西医结合治疗新冠肺炎的效果是肯定的、有效的。
在轻症方面，能够快速改善症状，比如发热、咳嗽、咽痛、纳差、乏力等症状，可以缩短住院天数，减少轻症向重症发展。在重症方面，除改善主要症状和有关指标外，还可以减少重症向危重症发展，促进重症向轻症转变，降低病亡率，也可提高重症预后关键指标淋巴细胞数目。
国家中医药管理局以临床“急用、实用、效用”为导向，启动了应急专项，加快有效方药临床筛选。依据临床观察结果，我局与国家卫生健康委共同向全国推广使用清肺排毒汤。10个省临床救治观察进一步证实，清肺排毒汤有良好的治疗效果，第六版国家诊疗方案已将其作为通用方推广。
科技部启动了两个重大中医药课题。张伯礼院士、刘清泉教授团队在武汉的102例临床对照研究显示，中西医结合治疗轻症患者，临床症状消失时间缩短2天，体温恢复正常时间缩短1.7天，平均住院天数缩短2.2天，CT影像好转率提高了22%，临床治愈率提高33%，普通转重症比率降低27.4%，淋巴细胞提高70%。
黄璐琦院士团队在武汉的临床研究显示，中西医结合治疗重症患者，住院天数、核酸转阴时间平均缩短2天以上，血氧饱和度明显提升，脱离吸氧时间缩短，淋巴细胞百分数，乳酸脱氢酶等理化指标明显改善。
上海、广东、浙江等其他省份也坚持中西医结合治疗，取得了良好的效果，结果是鼓舞人心的。
香港经济导报记者：对于目前的疫情大家都非常关注，如何提高治愈率，降低病亡率，请问在这方面中医药能发挥什么作用？谢谢。
余艳红：
前段时间，新冠肺炎的救治实践显示，中医药早期介入、中西医结合治疗，是提高治愈率、降低病亡率的一个重要方法，也是这次救治工作的一大特点。接下来，将从以下三个方面发挥中医药的作用。
一是关口前移。就是要做到“两早”，一是早干预，主要是针对密切接触者和易感人群，通过服用中药，提升正气，提高免疫力，预防和减少感染。还有一个是早治疗，也就是发病了就要早用中医药治疗，轻症患者治疗效果好了，就能控制重症患者的增量，提高治愈率。
二是中西医结合。要深入推进中西医会诊制度，发挥中医辨证论治优势和西医抗病毒、呼吸支持等治疗优势，发挥两种医学的叠加效应，减少并发症，降低病亡率。
三是分类施策。要针对预防、治疗、康复的不同阶段，采取不同的治疗方法。第六版国家诊疗方案是在使用前几版方案边救治、边观察、边优化的基础上形成的，请大家执行好，做到规范化、同质化。
下一步，我们还要进一步落实细化中西医结合机制，不断完善中西医结合诊疗方案，在医疗救治中发挥更大的作用。
Yu Yanhong: AffirmativeEffectiveness of Integrated TCM and Western Medicine Treatment for COVID-19

Yu Yanhong, member of the Central SteeringGroup, member of the CPC Leadership Group of the National Health Commission, Secretaryof the CPC Leadership Group and Vice Commissioner of the NationalAdministration of Traditional Chinese Medicine was present at the conference.She introduced the TCM work and answered related questions.
Yu Yanhong: Good afternoon, friends from themedia. The CPC Central Committee and the State Council paid great attention tothe epidemic prevention and control. Secretary General Xi Jiping instructedclearly that it is necessary to improve the diagnosis and treatment scheme withintegrated TCM and western medicine and develop as soon as possible thediagnosis and treatment procedures, effective drugs and methods of savingsevere patients. Premier Li Keqiang emphasized that the integration of TCM andwestern medicine should be promoted to the in-depth intervention of TCM in thewhole diagnosis and treatment. The Central Steering Group paid great attentionto the medical work and organized 278 medical teams, with 32,395 medicalworkers to support Hubei. With the integration of TCM and western medicineshould be accepted and the continuously improved diagnosis and treatment schemethe treatment should be given early. Vice Premier Sun Chunlan made efforts tofacilitate the medical work and the intervention of TCM in the whole process ofthe epidemic prevention and control. Today, I would like to mainly introducethe TCM related work.
First, pooling all the resources in thewhole TCM system and carrying out medical work immediately. All the resourceshave been gathered from the national, provincial and city level for unified deploymentand allocation. About 3,200 medical workers were sent to support Hubei from theTCM system. Four national TCM teams with 588 members were dispatched to Hubei,stationed in Wuhan Jinyintan Hospital, Leishenshan Hospital, Hubei ProvincialHospital of Integrated Chinese and Western Medicine and taking over JiangxiaCabin Hospital. Senior expert teams were sent to Wuhan to give TCMunderstanding, diagnosis and treatment through clinical treatment andobservation. With national TCM masters’ opinions and repeated reviews, the TCM treatmentscheme was developed and included in the third, fourth, fifth and sixthnational diagnosis and treatment scheme as a guide of the TCM intervention nationalwide.
Second, persisting in early intervention,integration of TCM and western medicine, differentiated treatment, andimproving effectiveness. The system and mechanism of in-depth TCM intervention wasimproved, aiming at more recovery and less mortality. In the quarantine places,TCM intervention was strengthened, by setting up 10 TCM mobile expert teams. Theteams paid visits to the rehabilitating patients with mild symptoms in linewith the respective appointed areas for each TCM hospital in their owndistricts, cities and provinces. In the cabin hospitals, two or three TCMexperts were sent to each cabin hospital to carry out standard TCM treatment.In the designated hospitals, the joint consultation system was formulated and 12national expert teams for severe cases were set up. The teams, composed of TCMand western medicine experts, made rounds in the designated hospitals and thus developedthe integrated TCM and western medicine scheme of diagnosis and treatment. Meanwhile,the joint consultation of TCM and western medicine was introduced to suchdesignated hospitals as the Sino-French New City Campus of Tongji hospital, LungHospital and Leishenshan Hospital.
At present, the epidemic prevention andcontrol has achieved interim progress with the TCM intervention. With thebigger extent and depth of TCM intervention, TCM and western medicine wasclosely coordinated for solutions to key problems. A few formulas and TCM drugsproved quite effective for COVID-19. We will further refine the integrated mechanismof TCM and western medicine and play the role of TCM to safeguard the healthand life of the people.
Reporter with Macao Daily: There are online articlesabout the effect of TCM on COVID-19. Could you tell us moreabout the current efficacy of the integrated treatment of TCM and westernmedicine? Thank you.
Yu Yanhong: It is aneminent advantage of China's health cause to adhering to equal importance ofTCM and western medicine and to promote their complementary and coordinateddevelopment. In the treatment of COVID-19, we made the early intervention ofTCM and stuck to the integration of TCM and western medicine, and remarkableresults have been achieved. A large number of clinical practices have confirmedthat the effect of integrated TCM and western medicine treatment of COVID-19 ispositive.
In mild cases, it canquickly improve symptoms such as fever, cough, sore throat, poor appetite, andfatigue. It can shorten the hospital stay and reduce the development of mild tosevere symptoms. In terms of severe cases, in addition to improving mainsymptoms and related indicators, it can also reduce the development of severeto critical symptoms, promote the transition from severe to mild symptoms,reduce mortality rate, and increase the number of lymphocytes, a key indicatorof TCM intervention of treating severe cases.
Oriented by clinical emergency, applicability and utility , the NationalAdministration of Traditional Chinese Medicine launched an emergency responseprogram to speed up the clinical screening of effective TCM formulas and drugs.According to the results of clinical observation, NACTM and National HealthCommission jointly promoted the use of Qingfei Paidu Decoction in the wholecountry. The clinical observation in 10 provinces has further confirmed that theDecoction has a good therapeutic effect. The Decoction has been promoted as auniversal formula in the sixth version of the national diagnosis and treatment schemeof COVID-19.
The Ministry of Scienceand Technology has launched two major TCM projects. The study carried out theteam led by Zhang Boli, an academician, and Prof. Liu Qingquan in Wuhan on 102cases of clinical control study. It showed that the treatment of mild patientswith integrated TCM and western medicine shortened the time for clinicalsymptoms to disappear by 2 days, the time to return to normal temperature by1.7 days, and the average hospital stay by 2.2 days. CT images showed improvementby 22%; clinical recovery rate increased by 33%; the rate from moderatesymptoms to severe symptoms lowered by 27.4%, and the lymphocyte increased by70%.
The clinical study of theteam in Wuhan, led by Huang Luqi, an academician, showed that the treatment ofsevere patients with integrated TCM and western medicine reduced the averagehospitalization and the time of nucleic acid negative conversion by more than 2days. The integrated TCM and western medicine treatment significantly increasedblood oxygen saturation, shortened ventilator use, reduced lymphocytepercentage. The physical and chemical indicators such as Lactate Dehydrogenasehave improved significantly.
The integrated TCM andwestern medicine treatment, applied in the provinces such as Shanghai,Guangdong and Zhejiang, also achieved good and inspiring effects.
Reporter with EIAHK:Everyone is very concerned about the current epidemic situation. How can weimprove the recovery rate and reduce the mortality rate? What role can TCM playin this regard? Thank you.
Yu Yanhong: Thetreatment practice of COVID-19 shows that early intervention of TCM andintegrated TCM and western medicine treatment is an important method to improverecovery rate and reduce mortality rate. It is also a major feature of thetreatment of COVID-19. Next, the role of TCM will be played from the followingthree aspects.
The first is to persistin early diagnosis and treatment. There are two things to be done early. One isearly intervention, which is mainly aimed at close contacts and the vulnerable.By taking TCM, they can improve health and immunity, prevent and reduceinfections. The other is early treatment, that is, early treatment with TCM. Oncethe treatment of mild patients is effective, severe cases will be less, henceimproving the recovery rate.
The second is to persistin the integration of TCM and western medicine. It is necessary to furtherpromote the joint consultation of TCM and western medicine, to give full playto the advantages of both syndrome differentiation and treatment of TCM and antivirusand respiratory support of western medicine, so to bring duplicate effects ofthe two medicines and reduce complications and mortality.
The third is to persistin different measures with different cases. Different methods should be adoptedfor different stages of prevention, treatment and rehabilitation. The sixth versionof the national diagnosis and treatment scheme of COVID-19 is the revision ofthe previous versions based on the new treatment, observation and optimization.Please follow the scheme to achieve the standard and qualified practices.
Next, We will further implement and refine theintegrated mechanism of TCM and western medicine, continuously improve the TCM diagnosis andtreatment scheme, so to play a greater role in medical treatment.
